Verify the service provider

Identify the legal entity, its regulator and the exact licensed activity. SAMA's current unlicensed-activities guidance directs readers to official regulator lists. Match the legal name and website there; a familiar logo, app-store listing or overseas license is not evidence of authorization for a Saudi service.

Read historical warnings in context

Distinguish historical warnings from a current product decision. The linked SAMA warning dates from 12 August 2018, and the Ministry of Finance's warning about misleading 'Crypto Riyal' branding dates from 21 August 2019. They explain the risk of implied official backing but are not a complete statement of today's rules. Confirm the present position with the relevant authority and payment provider before sending SAR.

Before sending SAR

A displayed SAR quote, a successful card authorization or a P2P seller's promise does not establish the recipient's license or bank acceptance. First obtain the service entity, permitted customer region, payment beneficiary and refund terms. If those cannot be verified, there is no supported basis for a price comparison. Preserve the quote and transaction records if money has already been sent; use the bank and provider's official support channels.

USDT, USDC and ETH: different assets

USDT, USDC and ETH do not solve an unresolved provider or payment restriction. After eligibility is established, match the asset and network to the intended recipient: stablecoin tickers identify different issuers and ETH adds market-price exposure. The checks below help identify the asset; they do not confirm a local venue or payment method.

Decide first whether USDT will stay on the platform or be sent elsewhere. For a transfer, the receiver must explicitly accept USDT on the selected network; a platform balance alone does not establish that route.

Circle distinguishes native USDC from third-party bridged versions. Match the destination's accepted network and token version; a similar ticker is insufficient. If the intended recipient accepts only native USDC, verify that the withdrawal produces that asset before buying.

Ethereum Mainnet and individual L2 networks are different destinations. Match the receiving service's explicit network support rather than the address shape. L2 fee advantages do not establish a particular exchange's withdrawal price; use its final screen and consider the network where you intend to use ETH.
