On-chain success means the transfer completed on the blockchain, not that the exchange has posted it to your account. Platforms wait for their own required number of confirmations and then process internally, which can take longer at busy times. Check how many confirmations the receiving platform requires and compare that with your transaction.
Check four things in order: the asset matches, the network matches, the address is the one that platform showed you for this deposit, and whether a memo or tag was required and left blank. If all four are right, contact the receiving platform's official support with the TXID, amount, time, and your withdrawal record — and do not send anything else while you wait.
It depends. If the address belongs to a wallet the platform controls and it operates on that network, a manual recovery may be possible, usually slow and sometimes chargeable. If the network is not supported at all, or nobody controls the address, recovery is often impossible. The first step is always the receiving platform's official support.
